Supervisor Baumann requesting the Board direct staff to require, as a condition of approval, all permit applications for projects within the El Dorado Hills Business Park include a letter from the Business Park Architectural Review Committee which confirms the Committee has received a copy of the permit application, noting this directive will remain in place until appropriate changes can be made to the County Ordinance.

The parcels within the El Dorado Hills Business Park are zoned Research & Development, with a Design Control designation. A few of the parcels have been rezoned to Planned Development.
County Ordinance Code section 17.35.010 states “The purpose of the research and development zone district is to provide areas for the location of high technology, non-polluting manufacturing plants and related facilities in a campus-like setting. This zone shall be combined with a design review district to ensure a high quality, aesthetic environment.”
On June 2, 1992, the Board of Supervisors adopted Ordinance No. 4228, amending the County Design Review Ordinance, Chapter 17.74, which included the following language:
17.74.040 (D) Structures and site development within the research and development zoning district with a (DC) designation shall be exempt from the design provisions of this chapter since said zoning district has been expanded to include architectural style and site design requirements which are more specific in nature and satisfy the intent of the design review concept.
Additionally, County Ordinance Code section 17.35 pertains specifically to Research & Development Zone Districts. Section 17.35.030 (M) states, “Planning Director Approval. All site, landscaping and building plans shall be reviewed by the planning director prior to issuance of building permits to determine compliance with the requirements of this chapter.”
