DISCUSSION / BACKGROUND
The Board first adopted the Dead Animal Disposal Policy G-3 in 1987, to set forth rules regarding the responsibility and disposal of dead animals. On July 22, 2014 (Legistar #14-0954), the Board approved an Amendment to Policy G-3 which clarified department responsibility for disposing of dead animals on County roads and roadsides and enabled the termination of the Memorandum of Understanding between Transportation and Animal Services. Likewise, on December 11, 2018 (Legistar #18-1686), the Board approved an updated Policy G-3 outlining which Departments are responsible for dead animals throughout the County, fees that could be collected for animal disposal and other administrative changes. During the sunset review in 2023, changes were not requested or desired.
Policy G-3 sunsets on January 10, 2026. Department of Transportation (Transportation) and Environmental Management Department (EM) reviewed the current policy. The only desired change was to update language under G. from garbage to solid waste. Approval of the recommended G-3 Policy would incorporate the language change and extend the sunset date to January 10, 2029.
ALTERNATIVES
The Board could choose not to approve the minor revision and extending the sunset date and direct further revisions.
