DISCUSSION / BACKGROUND
The Department entered into an agreement with Placer County on March 10, 2009 (Legistar Item # 09-1283) to pay $20,000 toward Placer County's purchase of a 26,000-Pound Gross Vehicle Weight Rating, two-wheel-drive, flatbed weight truck, at a total cost of approximately $100,000. El Dorado owns fourteen (14) 1,000 pound certified weight standards and a motorized weight cart. Pursuant to a lease agreement, each county currently uses the weight truck, weight standards, and cart an average of four to six weeks per year for the specialized testing/inspecting of commercially used vehicle, winery, livestock and large capacity shipping and receiving scales. El Dorado County, while retaining ownership of the Weight Standards and Cart, granted Placer the right to keep, store and use the Weight Standards and Cart in conjunction with the Weight Truck. This agreement currently runs through March 10, 2024.
In Section two and three of the lease agreement, Placer and El Dorado acknowledged and agreed that to reduce the costs to each jurisdiction of the use and maintenance of the Weight Truck and Weight Standards and Cart, both jurisdictions would jointly pursue lease opportunities with other local counties. Placer and El Dorado have identified Plumas County as a Third-Party Jurisdiction and desire to lease the Weight Truck and Weight Standards and Cart. The MOU attachment is for limited use by Plumas County of the truck for Fiscal Year 2022-23 year for the testing of livestock and large capacity shipping and receiving scales. The lease payment in the amount of $3,000 will be paid to Placer County.
