DISCUSSION / BACKGROUND:
Effective July 1, 2022, HHSA Public Health Division (PHD) was allocated $1,015,644 in the form of annual, permanent funding from the Governor's Budget under the Future of Public Health (FoPH) program, to expend on public health workforce and infrastructure in order to meet expectations the State has set for future public health response (File ID: 22-1361). These funds are intended to lay the foundation for the future of public health to increase capacity to respond to major public health events. Seventy percent of these funds must be used to create a sustainable staffing structure which has the capacity to meet new mandates set by the State and Federal Government.
The funding from the FoPH program has been utilized by HHSA PHD to support several full-time equivalent (FTE) roles, encompassing positions such as the Director of Public Health, Administrative Analyst I/II, Disease Investigation & Control Specialist I/II, and Program Manager, among others. HHSA PHD envisions allocating future funds to sustain essential positions and also to cover expenditures related to equipment, supplies, and administrative needs.
HHSA PHD has undergone substantial growth and changes, encompassing initiatives such as the new California Home Visiting Program (CHVP), the implementation of California Advancing and Innovating Medi-Cal (CalAIM), transitions in the Child Health and Disability Prevention Program (CHDP), County Health Executives Association of California (CHEAC) activities, Child Health Intervention and Parenting Supports, multiple intervention activities in the Community Health Improvement Plan (CHIP), Reaccreditation, and the planning and operations of the...
