Sheriff’s Office recommending the Board:
1) Make findings that in accordance with Ordinance 3.13.030(b) that the services provided by the Contractor are in the best interest of the public and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work; and
2) Authorize the Chair to sign Amendment II of Agreement 6336 increasing the amount by $100,000 to $200,000, extending the term of the Agreement by three years for a revised termination date of March 31, 2028, and replacing Article XIX, Conflict of Interest, in its entirety, with Judy Knapp Consulting/PreventionWORKS for parenting classes for both Placerville and South Lake Tahoe Jail inmates.

DISCUSSION / BACKGROUND
Judy Knapp Consulting has been a critical partner in providing parenting classes for inmates in both the Placerville and South Lake Tahoe facilities. This program has been instrumental in equipping incarcerated individuals with essential parenting skills, fostering stronger family relationships, and supporting their reintegration into society. Since its inception, the initiative has demonstrated a positive impact on both inmates and their families by reducing recidivism rates and improving post-release success. The benefits for parenting classes for incarcerated parents are both immediate and long-term, not just for the parents themselves, but also for their children and the broader community.
The demand for these parenting classes has significantly increased, particularly in the aftermath of the COVID-19 pandemic. The pandemic led to increased stress and mental health challenges among incarcerated individuals, highlighting the need for enhanced support programs. As a result, participation in these parenting classes has surged, necessitating additional resources to meet the growing demand.
