Chief Administrative Office recommending the Executive Committee:

1. Review Item 24-2071 approved on November 21, 2024;

2. Transfer $572,862 allocated to Sheriff's Office for Fiscal Year 2024/2025 directly into the County's General Fund to offset increases to the agreement for inmate medical services with California Forensic Medical Group (Wellpath). Current appropriations for Fiscal Year 2024/2025 for contracted services with California Forensic Medical Group (Wellpath) is $8,000,000.

 

Body

The Chief Administrative Office is recommending review of the action taken in item 24-2071 on November 21, 2024. The allocation of $277,138 was increased by $572,862, for a total allocation of $850,000 and as recorded in the minutes, the intent was to support the contract if the Fiscal Year 2024/2025 General Fund Allocation exceeded $8,000,000.

 

During submission of the budget transfer recording the changes to the allocation, the CAO requested the Community Corrections Partnership review the item and take action to transfer the $572,862 into the General Fund to offset the negotiated increases in the agreement with CFMG Wellpath.

 

The contract increases annually at approximately 4%, excluding any one-time wage adjustments, insurance costs, etc. The monthly cost for medical services alone (not pharmaceutical or HIV billbacks) are approximately $600,000 per month for an estimated total of $7.2 million. Given the portion of AB109 inmates and juvenile inmates the ask is only about 12% of the cost for Fiscal Year 2024/25 and even a smaller percentage for future years, if another increase is not requested. The approved contract is retroactive to July 1, 2024.
