DISCUSSION / BACKGROUND
County of El Dorado (County) and El Dorado County Employees’ Association, Local No. 1 (Local 1), representing employees in the General, Professional, and Supervisory bargaining units, have an executed Memorandum of Understanding (MOU) governing the terms and conditions of employment between the County and employees in the GE, PL, and SU bargaining units.

On July 23, 2024, the Board of Supervisors approved the revised job specification for Mental Health Worker I/II.

With the implementation of the new Medi-Cal Mobile Crisis Services Benefit (Mobile Crisis) as required by the State of California Health and Human Services Agency Department of Health Care Services (DHCS), the County and Local 1 have met and conferred in good faith. The County and Local 1 have reached an agreement regarding this implementation of Mobile Crisis. The agreement will add a 5% base pay differential over a Mental Health Worker’s base hourly rate of pay for each hour spent actively performing Mobile Crisis duties.

The Letter of Agreement (LOA) shall become of full force and effect upon approval and adoption by the Board of Supervisors and shall remain in effect until modified by a successor MOU. The corresponding pay differential will become effective the first full pay period following Board adoption.

ALTERNATIVES
The County negotiated this LOA in good faith with Local 1 under authority and direction of the Board, thus there are no recommended alternatives.
