DISCUSSION / BACKGROUND
On September 9, 2022, the County’s Health Officer, under authority granted to her by California Health and Safety Code section 101080, declared a local health emergency based on an imminent and proximate threat to public health from the ongoing massive wildfire located in the Counties of Placer and El Dorado (commonly referred to as the "Mosquito Fire") due to the hazardous nature of the wildfire debris, smoke, and ash from the burning of infrastructure, structures, and various contents thereof (Public Health Declaration No.2022-01).

This declaration followed a Proclamation of a State of Emergency by Governor Newsom on September 8, 2022, and the Sheriff’s proclamation of a Local Emergency pursuant to Government Code Section 8630 on September 9, 2022.

The Sheriff's proclamation was ratified by the Board on September 13, 2022, with Resolution 142-2022. These actions enable the County to more effectively respond to the Mosquito Fire, to seek and utilize mutual aid, to obtain state and federal funds (if available), and to ensure that the County’s resources and public health professionals, as well as the community at large, have all the necessary tools at their disposal to keep the community safe. Additionally, on September 13, 2022, the Board ratified the Health Officer’s declaration with Resolution 143-2022, which stated, “The declaration of local health emergency shall continue in effect for 30 days, or until extended or terminated by the Board of Supervisors at a noticed meeting.” Health and Human Services Agency and the Health Officer recommend the Board declare that said local health emergency continues to exist with its continued approval of Resolution 143-2022, as required by the Government Code.
