DISCUSSION / BACKGROUND
On December 11, 2018, the Board of Supervisors appointed the Director of Human Resources as its designated representative to negotiate salary, compensation in the form of fringe benefits, and other related terms and conditions of employment with the Registrar of Voters candidate in accordance with Government Code section 54957.6, and appointed Bill O’Neill as the Registrar of Voters upon successful completion of said compensation negotiations and conditions of employment.
The recommendation is that Bill O’Neill be appointed to step 5 of the salary range, as Registrar of Voters and that his benefits and other compensation be per the Salary and Benefits Resolution for Unrepresented Employees.
ALTERNATIVES
If not approved, the County will be required to conduct another recruitment for the position of Registrar of Voters.

FINANCIAL IMPACT
There is no increase in net county cost. The salary and benefits cost for the Registrar of Voters position is included in the FY 2018-19 Budget.
