DISCUSSION / BACKGROUND
Five projects along Malcolm Dixon Road in El Dorado Hills were conditioned to construct several improvements in the projects’ vicinity to improve circulation for the new developments. These projects were Diamante Estates (TM06-1421), Malcolm Dixon Road Estates (TM05-1401-E), Alto LLC (TM06-1408), La Canada (TM08-1463), and Wilson Estates (TM14-1515) (collectively “Subdivision Projects”). Final Map J-148 was recorded on August 19, 2016, and it accepted the dedication “subject to improvement for public purposes.” The Wilson Estates project constructed the southern portion of the connection from Green Valley Road to the development’s entrance, and the remaining road north of the Wilson Estates driveway was constructed as a gated emergency access road without through access.
Prior to execution of the Final Maps for the four remaining Subdivision Projects, the County executed the Offsite Road Improvement Agreement for Malcolm Dixon Area of Benefit, TM05-1401-E, TM06-1408, TM06-1421-E, and TM08-1463 Between the County and the Developers (Agreement #19-54910, “RIA”).
