Sheriff’s Office recommending the Board take the following action related to the Proposition 64 Public Health and Safety (PHS) grant program:
1) Approve and authorize the Chair to sign the required Governing Body Resolution 179-2020 authorizing the applicant to enter into a contract with the Board of State and Community Corrections (BSCC) affirming that the grant funds will not supplant County funds; and
2) Identifying the Sheriff’s designees to execute on behalf of El Dorado County extensions, grant agreements, amendments and subsequent grant modifications with the BSCC the Prop 64 PH&S Grant, subject to approval by County Counsel.
FUNDING: State of California BSCC.

DISCUSSION / BACKGROUND
On October 13, 2020, your Board approved and signed Resolution #155-2020 accepting a grant award in the amount of $1,000,000 from the BSCC for the Prop 64 PHS grant with a grant performance period of October 1, 2020 through March 31, 2024.
This Resolution is needed because the Grant requires El Dorado County to attest that funds received will not supplant expenditures. This Resolution includes non-supplanting language. We also include the Sheriff’s designees authorized to execute all grant extensions, modifications, amendments, and agreements with the BSCC in this Resolution.
This Grant will utilize Deputies, EDSO staff and other partners to carry out the objectives of mitigating negative impacts of Legal Marijuana. EDSO will be working with a local school district to create an Anti-Marijuana Youth Outreach Pilot Program focused on fifth and sixth graders. Since the legalization of recreational cannabis, there has been a perception that cannabis is not as dangerous as once thought. As part of our education outreach, the El County Sheriff’s Office would help show our youth the potential health risks of cannabis use and abuse.
