Title
Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board:
1) Approve and authorize the Chair to sign Funding Agreement 4567 with Marshall Medical Center, to support the operation of the Public Health Hospital Preparedness Program, effective upon execution through 06/30/2022 with a maximum funding amount of $15,000 for Fiscal Year 2019-20;
2) Authorize the Chief Administrative Officer, or designee, to issue addenda to the agreement pursuant to the Funding Agreement to provide funding in Fiscal Years 2020-21 and 2021-22, contingent upon grant funding being available and approved; and
3) Authorize the Chief Administrative Officer, or designee, to execute further documents relating to Funding Agreement 4567, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
The California Department of Public Health serves as the fiscal intermediary for State and federal funding of the Hospital Preparedness Program (HPP) and Public Health Hospital Preparedness (PHEP) programs. This funding is used to ensure delivery of coordinated and effective response to victims of terrorism, natural disasters, and other public health emergencies. A portion of the funding has been identified in the HPP work plan under “Scope of Work HPP Capabilities: Foundation for Healthcare and Medical Readiness, Healthcare and Medical Response, Continuity of Healthcare Delivery, and Medical Surge” for the purchase, storage and maintenance of medical supplies and equipment to ensure operational readiness in the event of an emergency as defined by the HPP grant.
