El Dorado County Air Quality Management District (AQMD) recommending the Board, acting as the Board of Directors of the El Dorado County Air Quality Management District, approve and authorize the Chair to sign Resolution 127-2026 authorizing the AQMD Air Pollution Control Officer to execute grant funding agreement amendments for the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) grant program.

DISCUSSION / BACKGROUND
The El Dorado County Air Quality Management District (AQMD) has participated in the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) grant program since 2019, with the Board approving the initial participation with Resolution 083-2019 on June 4, 2019. This resolution authorized AQMD's participation in the FARMER program and gave signature authority to the Air Pollution Control Officer (APCO) through June 30, 2024. On June 14, 2022, the Board approved Resolution 083-2022 re-authorizing AQMD's participation in the FARMER program and gave signature authority to the APCO through April 30, 2026.
AQMD has funded thirteen (13) projects using FARMER funding and there are currently six (6) FARMER offroad grant agreements still open. These agreements currently require general liability insurance naming the County as an additional insured party, but Risk Management and County Counsel have recently determined that these insurance requirements are not required for FARMER grant-funded offroad equipment.
Resolution 083-2022's APCO signature authorization ended on April 30, 2026. AQMD now recommends the Board approve a new Resolution which will allow the APCO to execute these amendments to the FARMER offroad funding agreements, which will remove this financial obligation from the local businesses that have received these grants.
