Department of Transportation recommending the Board approve the following:
1) Authorize a purchase, in accordance with County Procurement Policy C-17 Section 3.3.1 H, utilizing Bid 2025-0132 for the purchase of an upfit to one 2026 Freightliner chassis into fully functional dump trucks to the awarded bidder Enoven Industries, LLC of West Sacramento, CA;
2) Authorize the Purchasing Agent to issue a purchase order in the amount of $107,219, plus any applicable taxes and fees, for a one-time purchase following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase order for any unforeseen purchases needed during the upfit as long as funding is available within the requesting department's budget.
FUNDING: Road Fund (100%).

DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations Division (Transportation) purchased multiple 2026 Freightliner chassis during Fiscal Year (FY) 2024-25 budget cycle. The heavy equipment was received and now requires fabrication services (upfits) to make the trucks fully functional for road maintenance activities. Transportation budgeted three (3) upfits during FY 2025-26 budget. A formal bid request was submitted to Procurement and Contracts to meet competitive bidding requirements. Bid number 2025-0132 produced three bids. The lowest, responsive, responsible bidder was Enoven Industries, LLC of West Sacramento, California. The Board of Supervisors awarded the bid on September 16, 2025, under Legistar #25-1341.
Even with the upfits budgeted in the previous fiscal year, Transportation has additional trucks that require upfits. Transportation has included one (1) 10-wheeler upfit in the FY 26-27 Recommended Budget and is requesting the budgeted upfit under the awarded Bid 2025-0132, in accordance with County Procurement Policy C-17 Section 3.3.1 H, Additional Purchases.
