Environmental Management Department recommending Resolution authorizing a Grant Application to the California Environmental Protection Agency, State Water Resources Control Board for funding to Certified Unifed Program Agencies during the period January 1, 2008 through December 31, 2009 for implementation of the Aboveground Petroleum Storage Act, effective January 1, 2008; and Director of said Department be authorized to execute all necessary applications contracts, payment requests, agreements and amendments hereto for the purpose of securing grant funds and to implement and carry out the purpose specified in said application.
RECOMMENDED ACTION: Adopt Resolution 28-2008.

Background: Assembly Bill 1130 (Laird) was signed by Governor Arnold Schwarzenegger and chaptered on October 13, 2007, and went into effect January 1, 2008. On January 1, 2008, the Certified Unified Program Agencies (CUPA’s) were vested with the responsibility and authority for the implementation of the Aboveground Petroleum Storage Act (APSA). As part of this act, grant funding has been made available to local governments to implement this program for the first two years.
Reason for Recommendation: Based on the fund distribution formula and the aboveground petroleum storage tank list completed in October 2007, the County of El Dorado, Environmental Management Department CUPA is allocated a total of $71,019.80 from the Environmental Protection Trust Fund for the purpose of implementing the APSA Program....
