Sheriff, on behalf of the Cal-ID Remote Access Network Board, recommending the Board;
1) Approve a Budget Transfer authorizing the transfer of $14,000 in penalty assessment funds collected in FY 2009/10 and FY 2010/11 from the Temporary Courthouse Construction Fund to the Automated Fingerprint Identification Fund pursuant to Resolution 392-91; and
2) Authorize the purchase of an Automated Fingerprint Identification System, a replacement Livescan machine for the El Dorado County Office of Education and a RECON Facial Recognition System totaling $43,500. (4/5 vote required)
FUNDING: Penalty Assessment Revenue.

Fiscal Impact/Change to Net County Cost: None. Funding is available in the Automated Fingerprint Identification fund that has not been allocated for other purposes.
Background:
In 1991 the Board of Supervisors adopted Resolution No. 392-91 to collect a penalty assessment and 50 cents of every $10 collected would be provided to the Automated Fingerprint Identification fund, up to a maximum amount of $52,000 pending purchase of equipment for the initial establishment of local Cal-ID Remote Access Network sites. Thereafter, annual deposits to the Automated Fingerprint Identification fund shall be capped at $7,000 for equipment maintenance and annual line costs for operation of three local Cal-ID Remote Access Network sites.
Currently, the Automated Fingerprint Identification fund has a balance of $134,680.
Reason for Recommendation:
In Fiscal Years 2009/10 and 2010/11, penalty assessment funds were not transferred to the Automated Fingerprint Identification Fund as required by Resolution No. 392-91, and approval of this recommendation will rectify that oversight.
