Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 3764 with PESI, Inc., for the provision of Workforce Education and Training, in the amount of $75,000, for the term of five years from July 1, 2019 through June 30, 2024;
2) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to contract with PESI, Inc. for services provided under this Agreement 3764 because the County does not possess the staff with the necessary skills and qualifications to perform the work; and
3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 3764, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 100% State Funding - Mental Health Services Act.

DISCUSSION / BACKGROUND:
In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designated funds to provide a broad continuum of services including community services and supports, prevention and early intervention, capital facilities and technology, innovation projects, and workforce training. The Act requires county mental health programs to develop innovative Program and Expenditure Plans every three fiscal years. On June 20, 2017, the Board approved El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2017-18 through 2019 -20 (File ID: 17-0551, Agenda Item No. 33).
Workforce Education and Training (WET) is one component of the County’s MHSA Three-Year Plan which includes education and training projects for current and prospective mental health system employees, contractors, and volunteers. To implement the component, the County has contracted with PESI, Inc. (PESI) since 2017.
