Reason for Recommendation:
The Contract for the Asphalt Concrete Overlay 2010 - Latrobe Road Project (Project) in Latrobe was approved by the Board on September 28, 2010. The Project was completed on December 8, 2010. Execution of the Notice of Acceptance will start legal time frames for guarantees, a lien period and return of retention monies.

The construction budget for this Project, as reflected in the Department of Transportation's (Department) Adopted 2010 Capital Improvement Program, was $960,000.00. The total cost of the Project is listed below:

Original Bid Price $743,897.50
Construction Contract Item Cost $778,391.33
Contract Change Order $ 49,500.00
Final Cost of Construction Contract $827,891.33

The higher Construction Contract Item Cost is due to the increased placement of the hot mix asphalt bid item that was necessary to ensure that all of the defects of the existing road, primarily wheel rutting and grade breaks, were filled with asphalt during the placement of the asphalt overlay, thereby producing a smooth, high quality road that meets the minimum required overlay thickness.

The Contract Change Order (CCO) on this Project dealt with the installation of 198,000 square feet of pavement reinforcement fabric. This CCO was necessary due to the unforeseen significance of reflective cracking present throughout the Project limits and its link to the uniformly found instability of the road structural section.
