DISCUSSION / BACKGROUND
In September 2024, Assembly Bill (AB) 2561 was signed by the governor of California and went into effect on January 1, 2025. The legislation adds Government Code Section 3502.3 to the Meyers-Milias-Brown Act (MMBA), imposing new obligations on public agencies related to tracking and presenting information on job vacancies and recruitment and retention efforts, which shall be presented at a public hearing before the agency’s governing body at least once per fiscal year prior to the adoption of the final budget.
As of December 31, 2025, there were approximately 2020 budgeted allocations in El Dorado County. Of these 2020 budgeted allocations, 174 positions were vacant, which indicates an overall County-Wide vacancy rate of 8.6%. Vacancies within each of the County’s recognized employee organizations were under 20% and are referenced fully in Board Attachment A.
