Fiscal Impact/Change to Net County Cost: On August 25, 2009 the Board adopted Resolution No. 197-2009 authorizing submittal of the $300,000 EDBG Microenterprise application to HCD and approving a General Fund contribution of $2,000 to meet match requirements. The $2,000 required match will be met with a portion of the Human Service Department’s Housing Element General Fund budgeted for this purpose.
Reason for Recommendation:
On August 25, 2009 the Board adopted Resolution No. 197-2009 authorizing submittal of an application to the California Department of Housing and Community Development (HCD) for an Economic Development Block Grant (EDBG) in the amount of $300,000 to continue to provide the activities of Microenterprise Assistance and Business Loans, approving a $2,000 required match, and further authorized the Director of Human Services to execute the Standard Agreement contingent upon approval by County Counsel and Risk Management. On November 30, 2009 HCD notified El Dorado County that it had not accumulated sufficient scoring points to secure funding.
