Title
HEARING - Air Quality Management District (AQMD) recommending the Board, acting as the AQMD Board of Directors for the Air Quality Management District, conduct a public hearing on the Annual Report for AB2588 Air Toxics “Hot Spots” Program.

DISCUSSION / BACKGROUND
The California Health and Safety Code section (HSC §) 44363 requires the District to prepare and publish an annual report that:

· Describes the priorities and categories of the permitted facilities and summarizes the results of health risk assessments.
· Ranks and identifies facilities according to the degree of cancer risk posed to the public.
· Identifies facilities which expose the public to non-cancer health risks.
· Describes the status of the development of control measures to reduce emissions of toxic air contaminants.

HSC §44363(b) also requires the AQMD Board to hold one or more public hearings to present the report and discuss its content and significance. The same section requires the District to mail a notice of the report’s availability to County Boards of Supervisors, City Councils, and local health departments.
The 2024 AB 2588 report, which includes all facilities assessed, is available on the AQMD webpage. A notice of its availability was published on September 19, 2025, in the Mountain Democrat and the Tahoe Daily Tribune to invite public comment and participation. Interested parties without internet access may obtain a copy of the report by calling the AQMD office. In addition, the notice was mailed to the South Lake Tahoe and Placerville City Councils, as well as the El Dorado County Public Health Department.
