Title: Facilities, a division of the Chief Administrative Office, recommending the Board: 1) Adopt and authorize the Chair to sign Resolution 169-2024, updating the project appointments and delegated authority for the Senate Bill (SB) 844 El Dorado County Recovery, Rehabilitation and Reentry Facility Placerville Jail Expansion Project; and 2) Authorize the Assistant Chief Administrative Officer to execute any funding agreement documents associated with the Placerville Jail Expansion Project including, but not limited to, amendments that do not change the dollar amount of the funding agreement (contingent on approval from County Counsel), requests for payments, reports, and all other associated documents necessary to secure the grant funds and implement the approved project. DISCUSSION / BACKGROUND
On June 27, 2016, Senate Bill (SB) 844 became law, authorizing up to $270 million for construction and/or renovation of criminal justice facilities. The “Local Jail Construction Financing Program” may include any improved housing with an emphasis on expanding program and treatment space. The legislative language specifically notes the inherent urgency in getting adult local criminal justice facilities constructed to meet criminal justice system needs of local agencies and for the stated purpose of promoting public safety.

El Dorado County, considered a small County (under 200,000 in population), is eligible for up to $25,000,000 in financing to enhance program space and meet the demands of the changing landscape in California in regard to corrections and rehabilitation where emphasis is being placed on Health and Welfare services for inmates and their families with the ultimate goal of reducing recidivism.
