There is no Fiscal Impact or change to Net County cost. The contribution was included in the 2014/2015 Air Quality Management District's budget.
Background:
The Sacramento region is designated as a severe non-attainment area for the federal 8-hour ozone National Ambient Air Quality Standard under the Clean Air Act. To comply with the designation requirements, the region has developed and implements an attainment plan known as the State Implementation Plan (SIP). The SIP is designed to ensure the region will attain the Standard by June 15, 2018. One of the SIP commitments is a coordinated, regional education and outreach effort known as the Spare the Air program.
Under California Health and Safety Code Section 44220 et.seq (AB 2766), on March 15, 1994, by Board resolution #79-94, El Dorado County (EDC) Air Quality Management District (AQMD) imposed a $4 motor vehicle registration fee to provide funds to meet its responsibilities under the California Clean Air Act. This funding is to be used for programs and projects that reduce emissions from motor vehicles and related planning, monitoring, enforcement and technical studies.
