Parks, a division of the Chief Administrative Office, recommends the Commission discuss Parks and Recreation Commission goals through Fiscal Year 2024-25.

DISCUSSION / BACKGROUND
On August 27, 2024, Parks and Recreation Commission presented their annual report to the Board, which included a list of Commission goals for 2024-25. The "Goals" slide is attached. The following are the goals to consider for the remainder of this fiscal year and FY 2025-26, as prioritized by staff:
1.“Review and provide input to staff and the Board on the Draft Parks and Trails Master Plan.”
2.“Continue to work with staff to develop draft changes to the River Management Plan as a result of the five-year review (D-4).”
3.“Review Henningsen Lotus Park Master Plan and provide recommendations to the Board of Supervisors for improvements and priorities for funding needed projects at the park (D-4).”
4.“Continue to provide a public forum for discussion of Parks and Recreation concerns and opportunities (ongoing).”
5. Review and provide recommendations for changes to the EDC Code Section 2.20, which establishes the Commission and outlines powers and duties.
6. “Provide a public forum for the study of electric bicycles and scooters on the El Dorado Trail and develop policy recommendations for the Board.”
The following are not recommended to be included as Goals for this period:
7.“Aid efforts to develop a park in the community of Grizzly Flats (D-2).” The Board could direct staff to seek out funding for a possible park, however, it is unclear how the Commission could help with this effort at this time and it may be a better goal for a future date or a future project stage.
8. “Aid efforts to develop a 30-acre trailhead in El Dorado Hills (D-1).” Although our public input from the Master Plan survey prioritized trails, this goal may be too specific at this time.
