DISCUSSION / BACKGROUND
County Ordinance Section 8.74.060 specifies that the provision of Advance Life Support (ALS) services utilizing Emergency Medical Services (EMS) personnel certified at the ALS or Limited ALS level requires a contract with the County. On July 17, 2018, to fulfill the ordinance contract requirements, the Board of Supervisors approved the use of an application and permitting process for the County’s EMS Agency, specific to ALS Non-Transport Units/ALS Assessment Units, and signed Resolution 134-2018 delegating authority to execute said agreements to the Director of the Health and Human Services Agency, or designee (Legistar File 18-0524). On December 11th, 2018, the Board directed Emergency Medical Services to be transferred from the Health and Human Services Agency to the Chief Administrative Office (CAO) (Legistar File 18-1740). To maintain compliance with County Ordinance Section 8.74.060, the EMS Division is requesting approval of the updated Application for ALS Non-Transport Unit or ALS Assessment Unit Permit/Agreement and the proposed resolution, which delegates authority to execute ALS Permits/Agreements to the Chief Administrative Office.

There is no viable alternatives available. The County’s EMS Plan requires ALS Non-Transport Agreements.
