Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 013-S1811 with All West Coachlines, Inc., A Coach USA Company, for the provision of charter motor coach transportation services, for the term July 1, 2017 through June 30, 2020, with a maximum contractual obligation of $750,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 013-S1811, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 100% funded by participant contributions.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) is recommending the Board approve Agreement for Services 013-S1811 with All West Coachlines, Inc., A Coach USA Company, for the provision of charter motor coach transportation services with the purpose of helping to plan, organize, and provide transportation for senior activities.
Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for transportation services; the County does not possess the equipment or support services to provide these transportation services.
DISCUSSION / BACKGROUND:
HHSA has contracted with All West Coachlines, Inc., A Coach USA Company, since 1999 to provide transportation and reservation services for senior group activities. HHSA also maintains contracts with other vendors to provide similar services.
The 2010 U.S. Census indicated that 14.6% of El Dorado County’s population was at least 65 years old. In 2012 that percentage grew to 16.4% and in 2015, the U.S. Census indicated that seniors aged 65 years old and older grew to 18.6% of the total population.
