Community Development Agency, Transportation Division, recommending the Board approve and authorize the Chair to sign the Exchange Fund Transfer Agreement between the Tahoe Regional Planning Agency and El Dorado County allowing for the exchange of Federal funds for nonfederal State Highway Account funds.

DISCUSSION / BACKGROUND
The State of California receives allocations from the Federal Highway Administration under the Moving Ahead for Progress in the 21st Century Act (MAP-21). The State uses some of these funds for State projects, and it disperses some of the funds to local agencies around the State (including Tahoe Regional Planning Agency) for use on other qualified projects. Use of these federal funds requires the inclusion of significant federal provisions in all contracts that utilize the federal funds.

Tahoe Regional Planning Agency (TRPA) has executed Agreements X14-6125(030) and X15-6125(031) with the State to exchange the aforementioned MAP-21 federal funds for State Highway Account funds in accordance with Section 182.6(g) of the Streets and Highways Code. As the regional transportation planning agency for the County in the Tahoe Basin, TRPA plans to allocate $154,752 of these funds to El Dorado County. The proposed Exchange Fund Transfer Agreement between TRPA and the County formalizes the fact that the County prefers to receive State Highway Account funds from TRPA instead of MAP-21 federal funds.
