Parks and Recreation Commission recommending the Board approve the Adopt a Trail program for the Rubicon Trail, El Dorado Trail and the Sacramento Placerville Transportation Corridor (SPTC) and direct staff to:
1) Upon County Counsel approval staff will establish a working group of trail maintenance volunteers to assist with adoption of trail sections and coordination;
2) County staff will train volunteers as needed and provide guidance as needed; and
3) County staff will monitor program to ensure the success of the program.

Background
There are numerous volunteers and volunteer organizations that would like to help the county with trail maintenance. This Adopt a Trail program will allow volunteer to have ownership and responsibility on county trails and will assist the county with maintenance issues and give guidance to the volunteers on expectations and limitations on each trail. The program has been modified to fit the different trails, the Rubicon maintenance will be different then the El Dorado Trail and the SPTC.
The County has had a volunteer program on a project by project basis. That program will be in place for projects outside the Adopt a Trail program.
Parks and Recreation Commission discussed this item on their agenda on August 21, 2013 and recommended approval.
Parks Division staff has worked closely with Risk Management on this program and Risk has approved. Program is currently in County Counsel for review.
Reason for Recommendation
Adopt a Trail program has been recommended to give the volunteers what they have been requesting for numerous years, the ability to assist in trail maintenance. The trail users are the eyes and ears of the county and can assist staff with maintenance. They see what needs to be done and in many cases can get the job done in a timely manner which allows staff to work in other areas.
