Health and Human Services Agency, recommending the Board:
1) Approve and authorize the Chair to sign Memorandum of Understanding 053-M1811, which outlines the roles and responsibilities of the County of El Dorado and 40 other counties relative to an automated welfare system known as the California Automated Consortium Eligibility System (CalACES), with a perpetual term commencing September 1, 2017;
2) Approve and authorize the Chair to sign Agreement 905-M0810, an “Amended and Restated Joint Exercise of Powers Agreement 2017,” which updates the existing Joint Exercise of Powers relative to the CalACES automated welfare system (previously known as C-IV); and
3) Approve and authorize the Health and Human Services Agency Director, or successor, to administer said agreements, and authorize the Director or the Chief Fiscal Officer to execute any required fiscal and programmatic reports.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Memorandum of Understanding (MOU) 053-M1811 and Agreement 905-M0810, the Amended and Restated Joint Exercise of Powers Agreement (JPA) 2017. Approval of these documents is necessary to permit County of El Dorado to participate in the JPA and migrate to the new automated welfare system known as the California Automated Consortium Eligibility System (CalACES).
DISCUSSION / BACKGROUND:
In June 2007, the County of El Dorado joined 39 other counties in the implementation of an automated welfare system known as the California Statewide Automated Welfare System Consortium IV (C-IV). Los Angeles County entered into an agreement with another vendor to provide the automated welfare services. The C-IV system was designed to assist with managing the increasing complexity of public assistance programs.
