Clerk of the Board and the Director of Human Resources recommending the Board make the following alignments to each of the appointments to the Civil Service Commission to comply with the El Dorado County Charter Section 502.2, which states that each Supervisor appoint a Civil Service member to be coterminous with the term of the nominating Supervisor:
1) Richard Ross, is deemed to have been nominated by Member District I, with a term expiration of 1/1/2025;
2) Ken Cater, is deemed to have been nominated by Member District II, with a term expiration of 1/1/2025;
3) Judy Morris, is deemed to have been nominated by Member District III, with a term expiration of 1/1/2025,
4) Amitabho (Amy) Chattopadhyay, is deemed to have been nominated by Member District IV, with a term expiration of 1/1/2023; and
5) Edward Miller, is deemed to have been nominated by Member District V, with a term expiration of 1/1/2023.

DISCUSSION / BACKGROUND
On July 19, 2016, an item was brought to the Board that made the appointments to the Civil Service Commission originate from the full Board and not the individual Supervisorial Districts. This action was in contrast to how previous appointments were made and inconsistent with County Charter Section 502.2 which states the following:
502.2 Civil Service Commission
The Board of Supervisors shall appoint a Civil Service Commission in the County of El Dorado. The Civil Service Commission shall consist of five members, one nominated by each supervisor and appointed by the Board of Supervisors. Each member of the Commission shall be a qualified elector of the county and not an employee or officer of the county. The term of each Civil Service Commissioner shall be coterminous with the term of the nominating supervisor. Members may only be removed during a term by the Board of Supervisors for neglect of duty, malfeasance or misconduct in office, or other good cause shown.
