Fiscal Impact/Change to Net County Cost: No change. The Agreement is 100% funded by the Kinship Supportive Services Program allocation that the County receives each year from the California Department of Social Services with no County match requirement. $162,000 was allocated and budgeted for FY 2007-08, $162,000 was allocated and budgeted for FY 2008-09 and $162,000 is included in the FY 2009-10 County Budget Request based on the expected allocation.

Background: The Kinship Support Services Program (KSSP) was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and set forth in Welfare and Institutions Code §16605. KSSP provides funds for the start-up and expansion of county-based family support programs available for relative and non-relative extended family members caring for children who would otherwise enter foster homes or are at risk of needing dependency or delinquency services.

The Department of Human Services (DHS) submitted a proposal to the California Department of Social Services (CDSS) for a start-up KSSP on August 27, 2007, which resulted in A Notice of Intent to Award Funds letter issued to El Dorado County dated September 12, 2007....
