REASON FOR RECOMMENDATION:  At the request of the Department of Transportation, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring a professional consulting firm to provide architectural services for the proposed Vehicle and Equipment Wash facility.
 
Forty-seven (47) Requests for Qualifications were mailed, one (1) response was received.
 
An evaluation committee comprised of panelists from the Department of Transportation and the General Services Department reviewed the response on the basis of the firm's abilities and expertise relative to the design of wash facilities and their ability to perform the design and engineering work identified in the RFQ.
 
After careful review of the proposal and interview of the firm, the evaluation committee determined that Reid Architects could serve the needs of the County.
 
Your Board is being asked to make findings that it is more economical and feasible to contract out the needed work in accordance with County Ordinance Chapter 3.13 as the Department of Transportation does not possess the trained personnel to perform the design and engineering work.
