Procurement and Contracts, a division of the Chief Administrative Office, recommending the Board:
1) Make findings Pursuant to El Dorado County Ordinance Section 3.13.030 (B) that face-to-face, over-the-phone, video remote interpreting services, and written translation services requires specialty skills and qualifications not expressly identified in County classifications;
2) Approve and authorize the Purchasing Agent to execute Amendment II to Agreement for Services 8761 with Language People, Inc. for face-to-face, over-the-phone, video remote interpreting services, and written translation services, increasing the total compensation amount by $21,283, for an updated amount not to exceed $99,999; and
3) Authorize the Purchasing Agent to execute any necessary amendments to Agreement for Services 8761, excluding term extensions and increases to the total compensation amount, contingent upon approval by County Counsel and Human Resources.

DISCUSSION / BACKGROUND
On September 13, 2024, the Purchasing Agent executed Agreement for Services 8761 with Language People, Inc. for a three-year term with a total compensation amount not to exceed $78,716 for Countywide utilization. On July 17, 2025, the Purchasing Agent executed the First Amendment to Agreement for Services 8761 with Language People, Inc. to add an updated rate schedule and revise specific contract provisions.
Due to the increased demand for face-to-face, over-the-phone, video remote interpreting services, and written translation services, only $14,000 remains available and the demand for these services is increasing. The current term expires on September 12, 2027. Amendment II increases compensation by $21,283 based on projected usage through the remainder of the contract term, bringing the total compensation amount to a total not to exceed $99,999.
