DISCUSSION / BACKGROUND
On December 22, 1987, the Board of Supervisors adopted Board Policy A-6 Grant Applications. The policy was most recently updated on January 25, 2022, with Legistar file 22-0138.

County programs receive financial support through grants, allocations, and donations. The proposed changes to Board Policy A-6 clearly define these categories and when departments have the authority to apply for or accept these programmatic supports. The current policy does not clearly define the difference between grants, allocations, and donations. Allocations are the disbursement of governmental funding, without an application process, to fund primarily mandated services. Many Health and Human Services Programs are funded through allocations. Typically, allocations only need to be accepted with an allocation acceptance document committing to spend the money for the allowable expenses. Grants are cash or in-kind support awarded by a government or other organization (called the grantor) for specified purposes to an eligible recipient (called the grantee). Grants typically require an application to participate in a competition for funding or support. Donations are unsolicited contributions of cash to support a County program or service.

The proposed changes keep department head authority to accepts grants and donations at $10,000 or less with specified limitations. Department heads have the authority to accept allocations as long as they are established allocations that do not require a program/service expansion. If approved, the updated Policy will clarify authority and ensure departments can continue to apply for and receive funding to support County programs.
