DISCUSSION / BACKGROUND
Agriculture Department presenting the Resolution to enact Hemp Best Management Practices for the cultivation of industrial hemp pursuant to the Industrial Hemp Pilot Program Concept Ordinance #5168 adopted by your Board on 11/1/2022, Legistar Item #23-0116. The Hemp Best Management Practices were supported by the Agricultural Commission on 01/11/2023. The industrial hemp pilot program will be a program consisting of five or less producers, that will follow the Best Management Practices established by Resolution 043-2023.
ALTERNATIVES
The Board may choose to not approve the Best Management Practices and have the department return to the Board with other recommendations.

FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. Funding for the Agriculture Department would be a deposit from the hemp producer for time and materials costs.
