Background
The Federal Transit Administration (FTA) 5304 Grant Program provides transit planning funding for rural communities to conduct transit studies. The El Dorado County Transportation Commission, as the applicant, and the El Dorado County Transit Authority, as a sub-applicant, plan to submit a grant application to the California Department of Transportation for FTA 5304 transportation grant funds to conduct a transit study of the Dial-A-Ride program. The grant application has a deadline of February 3, 2014.
The study, a Dial-A-Ride Zone Assessment and Implementation Plan, is designed to review the current Dial-A-Ride service (zones and fares) and provide a strategic plan to ensure that those services are economically sustainable, equitable for passengers, and coordinated with other transit services within the County. The last Zone Assessment study was conducted in 2001 and is outdated in terms of the current service environment.
Reason for Recommendation
The El Dorado County Transit Authority has requested a letter supporting the grant application from the Health and Human Services Agency.
