DISCUSSION / BACKGROUND
The El Dorado Irrigation District (EID) has requested a non-exclusive easement across County-owned property to install and maintain water pipelines and related underground and surface appurtenances. The easement is necessary to support utility infrastructure for the Jail Expansion Project.

The easement prohibits permanent structures and vegetation within the easement area and outlines conditions for grading and utility crossings to ensure protection of EID’s facilities. The document includes standard provisions regarding access, maintenance, and coordination with other public utilities. Exhibits A and B, attached to the easement document, provide the legal description and map of the easement area.

ALTERNATIVES
The Board could choose not to approve the Grant of Easement, which would delay or prevent El Dorado Irrigation District from installing necessary water infrastructure to support the Jail Expansion Project. This could impact project timelines and utility service availability. Alternatively, the Board could request modifications to the easement terms prior to approval.
