Health and Human Services Agency (HHSA) recommending the Board adopt and authorize the Chair to sign Resolution 076-2022 to submit to the California Department of Housing and Community Development (HCD) to ratify the first amendment to the Community Development Block Grant - Coronavirus (CDBG-CV) grant awarded to the County of El Dorado (County) under Funding Agreement 20 CDBG-CV2-3-00154, to remove the City of Placerville (City) as a Party from said Agreement and allow the County to accept and administer the fully combined City and County funding allocation total of $2,251,157.
FUNDING: Federal Funding administered by the State of California Department of Housing and Community Development, authorized pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act, signed into law March 27, 2020.

DISCUSSION / BACKGROUND:
On May 4, 2021, under Board Item 21-0220, Agenda No. 15, the Board adopted Resolution 037-2021 which authorized the County of El Dorado (County) Health and Human Services Agency (HHSA) Director, in partnership with the City of Placerville (City), to apply for and accept the Community Development Block Grant - Coronavirus (CDBG-CV) Rounds 1, 2, and 3 funding, administered by the California Department of Housing and Community Development (HCD). The Board authorized the HHSA Director to accept a County allocation award estimated to be $1,829,794 and a City allocation award estimated to be $421,363, and to execute any subsequent amendments to the funding agreements as required by HCD.
Under Item 21-0220, HHSA was also authorized by the Board to act as the Administrative Entity for the City of Placerville’s CDBG-CV allocation award in the amount of $421,363 and to execute Memorandum of Understanding 5627, whereas the City agreed to combine their CDBG-CV funding allocation with the County's allocation to fund a Transitional Supportive Housing project.
