DISCUSSION / BACKGROUND:
The Tribe is proposing to develop a 6,200-square-foot single-floor gaming pavilion (“Gaming Pavillion Project”) adjacent to the existing casino’s port cochere and extending out from the east side. The Project would provide for the relocation of slot machines and table games from underutilized sections of the existing gaming floor. There are no specific plans for the floor space that would be freed up by the relocation of gaming activities, although the areas may be used for improved circulation, gathering space, expanded buffet seating, bingo, or a poker room. This Intergovernmental Agreement (IGA) is limited to the offsite impacts associated with the Gaming Pavilion Project and those identified in the Tribal Environmental Impact Report (TEIR).
In compliance with the Compact, the Tribe caused to be prepared a TEIR reviewing off-reservation impacts of the Gaming Pavillion Project. The TEIR describes the Project, the environmental conditions in the vicinity of the Project, potentially significant impacts of the Project on the off-reservation environment, mitigation measures proposed to address potential impacts on the off-reservation environment, and alternatives to the Project, among other things. The TEIR process included multiple opportunities for the County and other agencies, stakeholders, and members of the public to review and provide comments on the Project and the scope and contents of the TEIR.
