Fiscal Impact/Change to Net County Cost: Without adoption of the proposed benefit assessment, the programs would cease. No change to Net County Cost.

Background: County Service Area #3 (CSA #3) benefit assessments are designated for specific programs. There are resolutions and program & benefit assessment schedules for both the Snow Removal Equipment Program and and Mosquito Abatement/Vector Control (East Slope) Program.

The City of South Lake (SLT) established a Joint Powers Agreement in 1989 with the County of El Dorado for the purchase of snow removal equipment. The City of SLT Public Works Department is responsible for the overall program. The Environmental Management Department administers the collection of the benefit assessment.

The Mosquito Abatement Program, established in 1963, serves City and County parcels within the Lake Tahoe Basin that form the SLT Vector Control District. The Vector Control District covers 195 square miles in El Dorado County. A summary of the benefit assessments are attached as Table 1 CSA#3.

Reason for Recommendation: The City Council of the City of SLT on April 19, 2011, held a public hearing regarding the $20 benefit assessment for Snow Removal Equipment. The City Council unanimously approved the continued benefit assessment of $20 in accordance with the...
