DEPARTMENT RECOMMENDATION
Referral to specialized substance abuse treatment programs is a State-mandated regulation for both the Child Protective Services (CPS) and Welfare-to-Work programs. Currently, the Health and Human Services Agency (HHSA) Social Services Division, contracts with two community based organizations (CBOs) located in Placer County for the provision of substance abuse treatment. While these two CBOs provide services for those individuals referred to their programs, a majority of these individuals reside in El Dorado County and would be better served by a local CBO.
