Fiscal Impact/Change to Net County Cost: There is no fiscal impact associated with Amendment I to Agreement No. VET 06-0103 with the Sacramento Air Quality Management District (SMAQMD).

Reason for Recommendation: The purpose of the original Agreement with the SMAQMD was to fund the replacement of snow blower engines with new low-emission engines certified by the California Air Resources Board. The Agreement was signed by the Board of Supervisors on October 17, 2006 and fully executed by the SMAQMD on November 2, 2006. The work under the Agreement was completed by January 2007, and the grant funds were paid to the County by SMAQMD on August 27, 2007. The SMAQMD subsequently determined, through a procedural audit, that language required by state law was inadvertently omitted from their original Agreement.

The changes and additions required by the audit findings have been made by SMAQMD in this Amendment and County Counsel has approved the changes. There were no audit findings requiring revisions to the funding amount, term, or program requirements that impact the County or its compliance with emission reduction regulations. While the work funded by this Agreement has been completed and the grant funds have been received, the term extends through December 31, 2013 making it necessary to execute the Amendment.
