Health and Human Services Agency, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 165-S1711 with Lilliput Children’s Services, for the provision of Kinship Finding, Family Engagement, and Lifelong Connections services, for the term January 1, 2017 through December 31, 2019, with a maximum contractual obligation of $427,616; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 165-S1711, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: 2011 Protective Services Realignment Funds.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services 165-S1711 for the period of January 1, 2017 through December 31, 2019 in the amount of $427,616. This agreement will provide Kinship Finding and Family Engagement services for those youth involved in the foster care system, with the intent on reducing their long-term placement in non-kin homes.
DISCUSSION / BACKGROUND
On September 27, 2016, the Board approved the award of Request for Proposal (RFP) 16-918-062 (File ID 16-0817), to the successful proposer, Lilliput Children’s Services, to provide Kinship Finding, Family Engagement, and Life Long Connections services for youth in foster care.
Kinship Finding, Family Engagement, and Life Long Connections services are efforts aimed at building a network of committed adults to support youth in foster care. The goal of this program is to identify and engage these adults in order to create a stable living environment for foster youth within the County. The impact of this program should result in fewer youth being involved in long-term foster care services, and instead more youth living with kin relations.
