Fiscal Impact/Change to Net County Cost: None. The FY2009-10 funding has been included in the proposed budget. The program is fully funded by the grant.
Background/Program Summary: The Victim Witness Claims Program provides funding for two in-house claims specialists and one program coordinator to perform application intake, data entry, determine eligibility, and verify losses, including; medical, dental, wage loss, support loss, mental health counseling, funeral, burial and relocation expenses. The benefit of having the claims processed in our county is that bills can be paid in a timely manner. The average processing time of claims done directly by the VCP Board is 3-6 months which causes ongoing stress to victims as providers will cut off services until payment is received.
Reason for Recommendation: The Victim Compensation and Government Claims Board has provided a three year agreement for the Victim Witness Claims Program for the period July 1, 2009 through June 30, 2012.
Total funding is $514,458 and is to be equally distributed to each of the three fiscal years in the amount of $171,486. This is an increase of $2,000 per year when compared to the last two grant cycles dating back to 2006.
