Fiscal Impact/Change to Net County Cost:
No fiscal impact or change to Net County Cost as funding from the Youthful Offender Block Grant was included in the Probation Department's proposed budget for fiscal year 2011/12.

Background:
In July 2009 Senate Bill (SB) X4 13 was enacted with significant amendments to the YOBG. This created the development of the annual application and reporting format to be employed by the CSA and counties in meeting the more rigorous requirements. Under the law, each county must annually submit to CSA by May 1st it's JJDP outlining how the county proposes to spend its YOBG allocation in the subsequent fiscal year.

Reason for Recommendation:
The Youthful Offender Block Grant (YOBG) funding allows Probation to provide appropriate rehabilitative and supervision services to youthful offenders.

YOBG funding supports the Juvenile Electronic Monitoring Program, Juvenile Treatment Center programs and services, and juvenile court ordered placements at Fouts Springs Youth Facility.
