Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Memorandum of Understanding (MOU).

Background: The Health and Human Services Agency (HHSA), Mental Health Division (MHD), is charged with the responsibility of providing mental health services for persons with serious mental illness or serious emotional disturbance. Marshall Medical Center (Marshall) provides emergency and acute medical care services in the area known as the Western Slope of the County. Both the City of Placerville Police Department and the County Sheriff’s Office provide law enforcement services in the areas of the City of Placerville and the County, respectively.

On the Western Slope of the County, when law enforcement officers believe a mentally disordered person requires psychiatric emergency services (PES), the individual is transported to the Marshall Emergency Department for medical clearance and care by Marshall as appropriate, and for psychiatric evaluation by MHD pursuant to Welfare and Institutions Code 5150.

This MOU sets forth the roles and responsibilities of the parties and establishes guidelines to be followed for the detention, assessment, and disposition of individuals experiencing psychiatric emergencies.
