Fiscal Impact/Change to Net County Cost:
Funds for this service agreement will come from the various Capital Improvement Program projects funded through impact fees as may be tasked to the consultant. There is no cost to the County General Fund.

Background:
The California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) require public agencies to complete analyses of potential environmental effects associated with proposed projects. The Department of Transportation (Department) is in need of assistance with such analyses to support projects included in the County’s five-year Capital Improvement Program. A Request For Qualifications (RFQ) for As-Needed Environmental Review services was issued by the Department in late February, 2005. All fourteen responding firms met the minimum standards as outlined in the RFQ materials; this determination was made by a team of three reviewers from two different County departments (Transportation and Planning). Fourteen firms were interviewed in April 2005 by a team of two employees representing the Department (Transportation) and one employee representing Planning Services.
