Title: Department of Transportation recommending the Board consider the following for the Henningsen/ Lotus Road Class I Multi-Use Trail Project, Capital Improvement Program project number 36109015: 1) Make findings in accordance with Section 3.13.030 (B) of the County Ordinance that the work requires specialty skills and qualifications not expressly identified in County classifications and there is a need to engage an independent contractor for environmental planning services for the project; 2) Award Request for Proposal 24-925-037 to Dokken Engineering; and 3) Approve and authorize the Chair to sign Agreement for Services 8768 with Dokken Engineering to provide environmental planning services in the amount of $254,858.51 for a term beginning upon execution and expiring three (3) years thereafter. DISCUSSION / BACKGROUND
On January 12, 2024, at the request of the Department of Transportation (Transportation), the Procurement and Contracts Division of the Chief Administrative Office issued a Request for Proposals (RFP) #24-925-037 for environmental planning services for the Henningsen/ Lotus Road Class I Multi-Use Trail (Project). The Project is located between Lotus Road and the South Fork of the American River in Coloma, from Henningsen Lotus Park to State Route 49, and will construct a Class I multi-use trail with boardwalk structures for bicycles and pedestrians along Lotus Road. Transportation received four (4) proposals. A panel evaluated and ranked the proposals based on the thoroughness, clarity, and quality of the material presented, past performance and related experience, expertise, project approach, and familiarity of federal processes, including compliance with the Disadvantaged Business Enterprise (DBE) goal.
