DISCUSSION / BACKGROUND

On August 29, 2023, the Board authorized AQMD to utilize AB2766 funding to implement an electric vehicle charger incentive program for County residences, as US Department of Energy surveys indicate that over 80% of electric vehicle charging is done at home.  Since that authorization, AQMD has determined that modifications and corrections are needed to be made to the CHARGE Program Guidelines (Guidelines).  The proposed edited Guidelines are attached. The substantive change is to not require an AQMD inspection of a charger that has already been inspected by the Building Department.

 

ALTERNATIVES

If the Board does not approve the changes to the CHARGE program, we will continue to operate with the current CHARGE Program Guidelines and require inspections of installations already inspected by County Building Department inspectors, causing an inefficiency in AQMD staff usage.

 

PRIOR BOARD ACTION

August 29, 2023 - Legistar 23-1531- Board authorized AQMD to utilize AB2766 funding to implement the CHARGE program and approved its guidelines.

FINANCIAL IMPACT

$37,500 has been allocated for the CHARGE program in the adopted AQMD FY25-26 budget.  Sufficient AB2766 funding is anticipated to be available in subsequent fiscal years.
