Public Health Department recommending Chairman be authorized to sign the following retroactive amendments to agreements increasing compensation for drug treatment services:
(1) Amendment 2 to Agreement 421-PHD0205 with Progress House, Inc.;
(2) Amendment 2 to Agreement 445-PHD0505 with Progress House, Inc.; and
(3) Amendment 2 to Agreement 450-PHD0505 with Sierra Recovery Center.
RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost: Amendments with Progress House, Inc. will increase total compensation for its respective agreements by $14,022. Of that, $3,256 is funded by salary and benefit cost savings, provided for by an interdepartmental MOU related to the CalWorks program; $10,766 is funded by salary and benefit cost savings, provided for by a federal grant related to the State's Comprehensive Drug Court Implementation (CDCI) program. The amendment with Sierra Recovery Center increases the total compensation by $1,224 and is funded by a Substance Abuse Prevention and Treatment (SAPT) federal block grant related to the State's Substance and Crime Prevention Act (Prop 36) program. There is no net County cost.
Background: Drug treatment and testing services were ordered by mandate from the County's Drug Court and/or authorized by the Department. Under contract, the Department is required to compensate providers for these services per the requirements of the associated funding agreements, signed by the County, and to the interdepartmental MOU between Human Services and Public Health. The cost of total services provided in FY 2005-06 exceeded contract amounts.
